July was a good month for offshore gambling payouts. Some of the operators that had been letting their withdrawal times creep upward over the past few months made significant progress in cutting those timeframes down. At the same time, there weren't really any sites that got much worse in this area in July. Bitcoin remained the preferred method for moving cash around online, due to its low fees and speediness, and we expect this situation to hold true for the foreseeable future.

The PaiWangLuo Network had really dropped the ball during the second quarter of the year with some customers not getting their cash for over a week. However, they have really improved during July with users reporting withdrawals being sent in as little as two hours. We have thus revised the PWL's score upwards accordingly. We hope this marks a return to same-day payout form at the most popular offshore destination for online poker.

After many months of criticism from us for subpar cashout speeds, the Chico Poker Network has managed to drastically reduce the time it makes players wait for their money. A solid majority of customers got their money within a day. Perhaps the opening of a dedicated subforum for BetOnline on Twoplustwo enabled the site to better deliver what its users wanted. Whatever the reasons, we applaud this network and hope that this improvement isn't just a temporary fluctuation.

We feel that no news is good news in this case because we would certainly have heard of it had this group failed to pay what they owed. We're comfortable leaving the score unchanged for the time being.

Key Fact: Carbon Poker offers no incentives and bans winning accounts on their poker site.

Carbon Poker is a site that used to be the king of USA online poker, but we now caution our readers to avoid it. It has an unenviable history of making questionable decisions that are detrimental to the player community, including booting winning players from its site, cutting back drastically on promotions, and even charging a fee on every additional withdrawal beyond one in a year.

That is correct: They only offer one free withdrawal per year and after that charge 5% of the amount of your withdrawal even for crypto-currency withdrawals, which generally cost just a few pennies! For example, if you were to initiate a maximum withdrawal for $2,500 (yes, they have low withdrawal limits relative to other gambling sites), the site would charge fully $125 for the withdrawal and you would receive $2,375 only. A Bitcoin withdrawal like this would cost a dollar or so to process even if ramping up the fees in order to garner the highest processing priority. We suppose that Merge Gaming Network just keeps the remaining $124 and change as profit from your winnings. We don't agree with that behavior, and this is yet another reason that we do not recommend Carbon Gaming, Players Only, Sportsbook.com, or any of the companies operated by "Domain Holdings," formerly Jazette Enterprises.

For the moment, users are getting their money but with delays and annoying surcharges. Moreover, forum posts indicate that Carbon continues to confiscate players' balances based on flimsy rationalizations. The latest word on the Merge Network is that tournament guarantees have been lowered significantly, some guaranteed events have been eliminated entirely, and the overall player population has decreased quite a bit.

We strongly encourage you to play at any of the other online poker rooms listed above and keep away from the Merge Gaming Network. Seriously, play anywhere else other than Carbon Poker, PlayersOnly, Sportsbook.com, and Superbook.

Global Poker

Global Poker is a Needless Risk

Key Fact: There's no deposit bonus offer at Global and a lack of other promos.

Global Poker's Worldpay payout processing has caused plenty of headaches for users. While this seems to have improved in the past few months, there are yet some customers who have to wait a couple of weeks or even longer.

You see, Global's withdrawals via ACH bank transfer require individuals to submit a wealth of personal info, including bank statements, routing numbers, photo IDs, and in some instances, additional extra documents. Any errors or delays when sending this information to Global can throw a monkey wrench into the entire cashout process. Even worse, when there is an issue with a withdrawal, Global most often says nothing to the customer about it, instead waiting for the user to contact them!

Global used to boast of its Paypal support, which set it apart from other USA offshore poker sites, but its justifications for being allowed to transact via this e-wallet always seemed shaky at best. Now that Global uses Worldpay instead of Paypal, one of its major selling points has been nullified. In March, Global added support for Skrill, but given that Skrill explicitly states that its services cannot be used in the United States for either gambling or sweepstakes contests, the sustainability of this arrangement is questionable at best.

Apart from issues directly related to cashier expediency, Global hasn't exactly inspired confidence among the poker playing population. On July 22, 2019, the site crashed, and many users saw the funds they had in play at the time disappear from their balances. While most of this missing money was credited back within a couple of days, some customers had to contact support to have the necessary adjustments performed. Other players had credits issued to their balances but for incorrect or partial amounts. Only upon following up with site staff were the appropriate corrections made.

Twitch streamer Sterling “Invoker” Kolde saw in excess of $16.5K gone from his real money total. Even though he had video evidence of what happened, Global's reimbursement to him fell close to $5,000 short. We wish him luck in sorting this mess out with Global's representatives although we think it will take a lot of legwork and running around on his part.

It's almost a certainty that many who were not carefully tracking their balances at that time had no idea that any funds had been removed from their accounts. This being the case, they would have had no reason to get in touch with support, and thus, they would have lost money without knowing anything about it.

While incidents like this happen from time to time at just about every online poker room, this isn't the first time Global has dropped the ball. Among the scandals that have occurred include the time Global exposed users' personal information on the web for about a year, a high-stakes individual who had to wait on his withdrawal for more than six months, and technical glitches during a major tournament series. The long-term viability of Global Poker is not really known for sure, so we recommend that you take a pass on Global Poker if you value the safety of your funds.
